Deleted playlist in Apple Music library
Can playlist completey lost, and/or missing songs be restored?

Unfortunately if these playlists and songs were not saved / backed up, you will not be able to recover them. It is always advised to backup everything to iCloud so that it can persist across your devices and be there if you need to recover them. Additionally, you can backup the Library folder within Apple Music (locate within Finder) to back up all your songs.
