Is there ANY way to create a BOOTABLE Backup of MacOS Monterey
Even with Carbon Copy Cloner, or SuperDuper have had a nightmare while trying to create and keep a bootable backup on an external drive.

Lastly, I've used Migration Assistant on a Superduper backup, and had a bootable backup of the system in question. Even if it doesn't boot on its own the installer will patch the missing components.
Not sure what "nightmare" you are having but SuperDuper! 3.7.5 can create bootable backups of Monterey, and Ventura for that matter. I believe the current version of Carbon Copy Cloner can as well.
In other words, Both SuperDuper! and Carbon Copy Cloner can create a bootable backup of Big Sur and later. 😎

This is all predicated on the Internal Drive ( Apple Silicon ) not going Puff ( failing )
Come back once this occurs, fails ( Hopefully Not ) and report your success on non success
That is what I said. Also, I only use external bootable drives on M1 Macs to test new OS updates before I install on my internal.
I have a clone of Ventura that I use on my 27" iMac made using CCC and it boots fine.
+1 I'm current typing on a clone of Sonoma made with SuperDuper!
