Im guessing you have an iPhone 6 or 6plus. An iPhone 6/6 plus can't be updated beyond 12.5.7, it doesn't have the hardware needed to run anything higher.

If you need a higher iOS version, you will have to purchase a newer phone.

Instagram will not run on 12.5.7, use the web version instead.

About Updates:

iOS Updates Discontinuance:

13.7 is not longer an option for download. The only way to install it is to restore your iPhone from a backup that is of the same iOS.
