Tiger was distributed on DVD only. You are done unless you can find a retail OS X Tiger DVD, and after installation, search the Apple Downloads site for keyword "Tiger" to get your hands on downloadable Tiger (PPC/Intel) security updates and the Tiger 10.4.11 combo update (PPC/Intel).

Also, A1181 was used for a number of models (below). Those that had Mac OS X 10.4.x Tiger pre-installed as the original version can use some later Mac operating systems as well.
