Uploading backed up photos to iCloud+

I am attempting to upload all photos on my iPhone to iCloud+. However when trying to do so, I get the following message: Syncing photos via Finder is not supported when iCloud Photos is turned on. 15,879 photos will be removed. I am assuming that since I backup my phone to a laptop and include my photos in that backup, that those photos will not be uploaded to the iCloud? I want to upload ALL of my photos to iCloud and desire to have access to all of the photos stored on iCloud from my phone. Is there a way that I can work around this and do so?

Thanks!
