Is it possible to
1) 'reshuffle' photos in the Library folder, e.g. move/rename photos dated years back the the present date?
2) move a photo in the Library folder to a USB?

1) Do want to just sort them differently, or do you want to change the date the photos were taken?
2) Use the Export command from the File menu.
