I need to download Safari on my iPhone

Safari isn't an app that can be removed from the iPhone. The most possible scenario is you removed it from your Home Screen. If you swipe all the way to the left, past the last page, you'll be brought to the App Library where you can search Safari. Once you find it, tap and hold on it, and tap Add to Home Screen. This will add Safari back to your home screen. Find your apps in App Library on iPhone - Apple Support

You can also say "Hey Siri, Open Safari"

Safari is built-in app that cannot be deleted from an iPhone. It is updated when the phone iOS is updated.

The Safari app is not one of the apps that can be deleted but it can be removed from the home screen. Go to the App Library (swipe left past your last home screen). From there you can touch and hold an app and slide it left back to the home screen.

Also note the Search window at the top of the App Library.
