Not looking at a playlist folder are you? You can't set a track order in a folder other than by sorting on various fields. *Play order* is a property of both regular & smart playlists.

Doh... I think I've missed the point here.

You should be able to click in the little empty box where the arrow would be, i.e. the header of the left-most column. Provided you are looking at a playlist, not a source or playlist folder, and the artwork column is hidden, that should switch the sorting from whichever column it is currently on to the Play Order column. You should then be able to drag items up & down the play order.
