You can transfer photos , notes from old iPhone to new iPhone using the steps in the article Use iCloud to transfer data from your previous iOS or iPadOS device to your new iPhone, iPad, or iPod touch - Apple Support

Note : you have to sign in with same Apple ID and password that was used in old iPhone .
