Hi
I can’t download any app even free one , they asking for payment method , once I submit my data they will start charging me with any usage.
Kindly i need solve this issue ASAP.

Per the support article If you can’t download or update apps on your iPhone or iPad:
"Add a payment method
You might need to have a valid payment method on file, even if the app that you want to download is free.
Free apps will not assess a charge. Some apps offer free trials which if not canceled in the prescribed time will convert to paid subscriptions, and many apps offer in-app purchases which have to be approved as a purchase to use. From Download apps and games on your iPhone or iPad:
"Tap or click the price or Get button. If you see the Open button instead of a price or Get button, you already bought or downloaded that app.
In the App Store, if an app has a Get button instead of a price, the app is free. You won't be charged for downloading a free app. Some free apps offer in-app purchases and subscriptions that you can buy. Subscriptions and in-app purchases give you access to more features, content, and more.
