You can see the https address of the spam that comes into your email. Is there a way to block them or add them to an email blacklist. I can do this with my gmail email accounts but can not see how to do this with an icloud email account

Unfortunately, once your email is out there it is very hard to completely eliminate spam, phishing, and scam emails. Your best chance is to keep blocking the emails and setting up efficient inbox rules to prevent them from coming through. If you need email with inbox rules please let me know.
You can also look into Hide My Mail and that way you no longer have to give away your personal email address. What is Hide My Email? - Apple Support
