Hello, can I transfer data from my newer iphone to older iPhone (for example, my new phone is xr and my old one is 6s)?

You can try using the Quick Start service as described in Use Quick Start to transfer data to a new iPhone or iPad for that transfer. The device model will not be as big a factor as the version of iOS installed on each. An iPhone 6s is able to update to the latest version of iOS 15, where an iPhone XR can use the current iOS 16. If both devices are on the same version of iOS 15 or lower, then it would be possible to create a backup to iCloud or a computer and then restore that backup on the other device. If the target iPhone is using an older version of iOS than the source device, that may not work.
Note also that data you can sync to iCloud would have no issue syncing to the new device when that service is configured on it, regardless of iOS version. Visit Apps and features that use iCloud to learn about the apps you can sync using iCloud.
