Specific Notifications' Sound Not Working

Hello all,

I am having an issue with the alert sound for the notifications of two - and only two - of my iOS apps.

The alerts for these two apps are all always delivered, but they do not play the alert sound or cause the screen to come on.

One of them is a third party app (for my dog's tracking collar) and the other is the (Apple) Fitness app.

This is happening on both my iPhone XS and my 9th gen. iPad, both with the most current version of iOS/iPadOS (16.5.1).

I have:

1) Checked and toggled the silent/mute switch

2) Checked and toggled all notifications settings in Settings>Notifications AND in each apps' settings

3) Checked the Ringer/Alerts volume level (slid it all the way down then all the way back up about 1000x)

4) Made sure Do Not Disturb and all Focus modes are turned off, including "Share Across Devices"

5) Added these two apps to the "Allowed Notifications" of Do Not Disturb/Focus, even though they are off

5) Made sure Notification Summary is turned off

6) Deleted and Reinstalled the apps several times

7) Done a "Reset All Settings" on each device

8) Done a full Restore of my iPhone (once in Finder by connecting it to my Mac, and once by putting the phone into recovery mode and then connecting it to my Mac) without restoring a backup

I do not have an Apple Watch, AirPods, or a CarPlay stereo. I do not have any other Bluetooth audio devices connected.

All other sounds, alerts, music, calls, etc. work fine.

Any suggestions? I'm getting near the end of my rope with this!
