Apple telling me to update my billing info but doesn’t work / Apple charging me without authorisation

I have a few problems right now,

1, I am getting asked to update my bank card details when I need to download something and it is also appearing in my Apple ID suggestions

2, I am getting charged by Apple for 30.98 but luckily I didn’t have any cash in the account at that time. I did not authorise that and I don’t even know why I am charged

3, Even if I tried to update and delete the payment method (this is about problem 1) I can’t do it and it says payment declined, why am I getting charged to delete a payment method? This is what happening, on both of my devices.

Apple Support Community does not have access to your personal or financial information. The amount that is attempting to be charged may be an old, unpaid subscription etc. It looks like the card could be expired. Apple wants the charge paid before you can remove the card.

I understand you don’t want to pay it. If you contact Apple support in your country or region you may be able to get them to remove the charge. If you don’t want to contact Apple, I understand. The only other way is to pay the charge and then dispute the charge to get your money refunded.

I’ll try to answer by your numbers.

1) Good information, very helpful.

2) The $30.98 charge sounds like possibly a subscription, but could be an app, gaming credits/coins/tokens etc. Have you determined who is charging you?

3) Here’s the issue. You can’t remove a payment source without adding a new source first. Once you add the new source the old source can be removed. But once the new source is added, it instantly is charged for the payment that was refused. Updating the old payment source will only work if it has funds to complete the payment. You are not being charged to update or replace your payment source.

Path to move forward. Add funds to current payment source and add the CVV (3 digit code) and be charged $30.98. Then request a refund from Apple if it’s for a subscription, game etc.

The same think will happen if you add a new card.
