About my new Apple Watch SE. What does the red dot that sometimes appears above the number 12 on the dial mean. Why does it sometimes appear and then other times it disappears?

That is the notification icon. If you see the red dot, you have a notification. You swipe down & then you can read the notification.

The red dot means that you have a notification. It appears and disappears depending upon if you respond to it on your phone, or your watch. Notifications on your Apple Watch provides additional information.
