Why did all of my saved passwords not sync to my new iPhone. Just upgraded phone today.

All passwords that were saved with Apple's Keychain app should be available:

If iCloud Keychain won't turn on or sync

Many other passwords will also be available depending on how the app is coded. However, some other non-Apple apps may not have saved passwords available. In those cases, if you don't remember the password, you'll have to go through "Forgot Password" processing.
