To my knowledge, there is no way to pay yearly for an iCloud+ plan.
What most people have recommended in the past, is buying a gift card and/or adding the needed balance to your Apple ID beforehand. Subscriptions and purchases will pull from your Apple ID account balance first. Therefore, if you buy a $12 gift card or add $12 to your account balance, it'll pull this for the entire year. It'll still charge you monthly, but it'll pull from this instead of your card / default payment method.
