When purchasing an app that is not free, how can I find the cost before agreeing to buy?

You should see the price of the app next to the app or when when you tap on it. Here is an example.

If you mean apps with in app purchases, you can see the cost of those when you swipe down through app to see the description. It shows in app purchases there.
