You don't. "Move to iOS" is an Android app, you open the Move to iOS app on your Android device, and then follow the steps in the support document you posted from during setup of the new iPhone. There is no app to open on the iPhone for this. It's all done during setup of the new iPhone.

If the iPhone has already been set up, then you will need to restore the iPhone to factory settings, and set it up again.
