You cannot add a debit or credit card if your are currently residing in Nigeria (from what you’ve written above). A local bank or financial institution would need to partner with Apple and for various reasons, usually government bank regulations, none are able to.

If merchants in Nigeria accept Tap-To-Pay at their transaction terminals, you can use your iPhone or Apple Watch to use Apple Pay with cards from another country or region. For example the country where I live allows Apple Pay/Wallet and I have credit cards in my Wallet app. If I were to go into a merchant in Nigeria and they were able to do Tap-To-Pay my digital wallet will work.

I’m sorry, but for various regions, possibly governmental banking regulations or other regional issues but Apple is unable to offer Apple Pay to iPhone owners living in your country or region. Hopefully, this will change in the future.
