SpyWare/being monitored
I believe there is monitoring or key logging software on my MacBook and/or iPhone without my permission. Any programs that can be used to scan my devices?

I wholeheartedly agree with Barney-15E. Download and run Etrecheck. Be sure to give it Full Disk access before running.
Copy and paste the results into your reply. Etrecheck is a diagnostic tool that was developed by one of the most respected users here in the ASC and recommended by Apple Support to provide a snapshot of the system and help identify the more obvious culprits that can adversely affect a Mac's performance.
Copy the report
and use the Additional Text button to paste the report in your reply.
Then we can evaluate the report to see if we can determine if there is any hidden apps on your Mac that shouldn't be there.
As it understand it to install key loggers one would have to have physical access to the Mac. Could any one have had access?
If there are actual spyware/key loggers, why did you install them? They can’t magically install themselves.
Any good ones would not be detected by anything.
EtreCheck will show you what you have installed.
If you feel you have information so sensitive you are under threat from nation state actors, you can turn on lockdown mode.

Why do you believe this? What evidence is there?
Software can not be installed without your permission.
I have been monitored by someone in the past.
