Can I store my photos ONLY in iCloud and not on any devices unless I need them?

I am out of device space on my iPad. I have lots of space on my iPhone and I have 2 TB iCloud storage. I also have an iMac with lots of space. Photos on iPad are using most of my iPad space (only have 32 GB). Is there a way to, in the limit, have all my photos from all my devices (Mac, iPad, iPhone) sync to my iCloud and not store any of them on any of my devices until I need to retrieve some of them?
