If Time Machine is not working with my MAC (Ventura OS), can a new version be downloaded in case mine is somehow corrupt?

No. Time Machine is baked into the macOS.

I have long ago determined that I don't like Time Machine for a number of reasons. Also, according to the many posts about it here on the forum, it seems to have a lot of problems. I recommend and use Carbon Copy Cloner for my backups. Never had a problem, easy to use and has important features that T.M. does not have. Also, it backs up files which are duplicated and exactly the same as the original, so it's easy to find something, unlike Time Machine's backup files.

I've never had a single problem with it. I can't say every problem I've seen here is associated with using Time Machine in an unsupported fashion, but it's close. Most were trying to use it with a NAS that used a hack of AFP for networking.
If Time Machine is corrupt, your drive is corrupt. It exists on a read-only volume mounted from a sealed snapshot.
What are the symptoms associated with, "not working?"
