Can’t use Sound Packs without wifi

So Logic Pro for iPad is downloaded and running smooth as can be! Immediately when I got it, I downloaded all 15+GB of instruments and it was ALL GOOD until I don’t have wifi. It says “DOWNLOADED” underneath every pack but I open it and can’t use it. I have more than enough space (2TB iPad Pro) sooooooooo what’s happening? Is it iCloud based cause that would be a bit upsetting

GarageBand won’t reinstall on IPad I didn’t use GarageBand over Christmas holidays, having used it almost daily for work and now it needs me to download it from cloud….but it won’t! I get message “try again later”. I have so many projects on it and I can’t even get to them to save. I've done a big storage clear, but don’t understand why it was fine 2 weeks ago and now isn’t?
