Does Apple Cash have international fees when used out of the us?

if I have cash on Apple Cash and use it in Europe (Italy), will I any incur fees?

No, per the terms and conditions (linked below). I’ts also not necessary to notify Green Dot Bank of your travel plans/itinerary.
