is iCloud totally down?

One month ago I started having trouble access my iCloud photo, prompt 'Photos has stopped responding'.

3 Weeks ago I found out the photo and video numbers don't match on my iPhone, iPad, and MacBook.

Today Photos, Drive, Notes are all down on iCloud web.

Something wrong with Apple? btw I'm using iCloud in China, operating by Yunshang Guizhou.
