Troubleshooting a Mac with a Lock on it:
This has been locked, by a user.
So, is this a Used Device?:
If so, you need to have the selling perform as instructed here, else wise it is useless to your own account: What to do Before you Sell, Give Away, or Trade In your Mac - Apple Support. The seller should have known better. If purchased off of a site (i.e. eBay or Amazon), then contact the site, seeing if the seller can be held accountable, and if you can get your money back.
