We'd like to help by pointing out that the article above your post has the next steps to take for your lost AirPods, along with more details under the section 'If your AirPods are offline' explaining why you may not be able to locate it even if you had Find My enabled : Find your lost AirPods There's not any other way to locate them from the Apple side of things, other than the steps listed within the article.
