If im trying to deactivate a number from my iCloud

If im trying to deactivate a number from my icloud because i no longer have access to that phone why would you guys continue to send the deactivation code to that number? I want **** removed from my cloud that phone was stolen from me.

This is a user to user forum. We users are not sending anything anywhere.
Apple needs to send the code to the number being de-registered to verify you own the number being de-registered. Otherwise, any one could just enter a number to be deregistered and could have other people's number de-registered. If you no longer have access to the number there is no point in de-registering it. You won't get message there anyway.
Removing from your account, and de-registering from Messages are 2 very different things.
Having a physical device stolen, does not in any way require a change of phone number. It's odd you changed the number entirely, instead of just getting a new SIM card for a new phone with your same number.
