"My Photo Stream" is an old precursor to iCloud Photos, dating from 2011. Many people have never used it or have since transitioned to iCloud. If you don't see a My Photo Stream folder/album in iCloud Photos you don't use it and don't have to do anything.

1) Go to: Settings

2) Choose Your Name / AppleID

3) Go to iCloud

4) Go to Photos

5) See if you have My Photo Stream. If you do, read the support article about what to do.

Yes, Apple has replaced My Photo Stream be iCloud Photos already in 2015, when Photos replaced iPhoto.

Since then then it has still been possible to use My Photo Stream, so we could transfer photos also from older devices, that could not be upgraded to use iCloud Photos, but this has been only been possible for long-time users with old AppleIDs. So we could still sync photos from iPhoto and Aperture to our mobile devices.

New users with a new AppleID could not even enable My Photo Stream. There have been notices about this restriction in most of the support documents for My Photo Stream. Aperture and iPhoto are no longer supported on the recent system versions. The writing has been on the wall for a long time.
