How to set macOS Ventura Spotlight Color?

You only have 2 options In Appearance settings effecting color...

If changing Accent color did not work for you as indicated above

then try the next option and compare your results. Don't know what else to tell you.

You need to change the Accent color.

Try going to System Settings > Appearance > Highlight Color
