A. Single-Out this User

If a reinstall does not work, then try creating a new user, seeing if you get the same error. If not, t hen it is an error with this current user. If so, then it is an issue with the entire installation, in which case, you'd format it anew. Contact the Developer of any application that does not successfully transfer over. Let them know that you had to reinstall the macOS, and need a new licensing key, as a result.

B. Reinstall the macOS Anew:

Perform as instructed at my user tip: How to Reinstall the macOS Anew - No TMB Prior to Upgrade - Apple Support. Pretty much, it's a matter of...

  2. Installing: the macOS
  3. Migrating: all back

Fixing Stalled Finder:

Troubleshooting Opening at Login:

A. Try Safe Mode:

Boot in Safe Mode, and then see if you can access the data. In Safe Mode, Login Items do lot open at login, and system issues are often fixed. Go Here: How to Use safe Mode on your Mac - Apple Support

B. Remove Unneeded Login Items:

If an app is opening at login, then recently-opened files may be opening with it. So, remove and items from the Login Item list...

  1. Go to:  System Preferences > Users & Groups > User Name > Login Items
  2. Select: an Item
  3. Click: the “—“ button
  4. Approve: of the removal in the popup window.

Getting Finder to Operate Proficiently:

Reinstall the macOS:

Out and about, I’m a little behind in these forums myself this week(so, not as much participation). Anyhow, I would say that you need to reinstall the macOS — Nothing would be deleted. It's just that items that have become corrupted or deleted, would be replaced or reinstalled back to where they should be, reactively. Go Here: How to reinstall macOS from macOS Recovery - Apple Support.

Important: Be certain to create a backup of your Mac prior to performing the reinstall. That way, you can have something to restore the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more, seeing if you still get this error.
