Charged twice

I was double charged on iCloud. How can I get refund?

I request a refund for the second charge. That request check up says refunded, But I have yet to receive that refund. I no longer have the iCloud+ but my bank account still has that I was charged $9.99. I don’t want to purchase an upgrade and pay more then I have to.

Yes I do, but actually it was a mistake. It was a different app.
