Shortcuts not showing in Apple Notes (iPadOS)

I have a few shortcuts set up in the Shortcuts app, and they’re set to appear in the share sheet. When I go to Apple Notes, the shortcuts are not shown in the share sheet.

However if I go to the collaboration drop-down menu for a particular note, and change it from “Collaborate” to “Send Copy”, then the shortcut temporarily appears in the share sheet.

When I leave the note and come back to it later, the setting has changed back to “Collaborate” and the shortcut has disappeared from the share sheet again.

I have many notes, so changing the setting manually every time is just too time-consuming.

Am I doing something wrong?
