How to livestream - iPad and/or iPhone?

I have a WiFi only 3rd Generation iPad and iPhone XR. I'd like to livestream from a GoPro cam (I have Quik.) mounted on a car for 35 miles. (If/when internet connection is lost there will be a passenger available to reconnect.) I'd like to use either Facebook or YouTube. Some locations along the route have excellent WiFi while others are weak. I can connect to Personal Hotspot from my TMobile account. Any and all suggestions, given these hardware (GoPro vs other action cams ie Insta360) and software constraints, as to the most efficient way to implement this is certainly appreciated. Suggestions for upgrading equipment ad/or software and/or internet linkage would also be appreciated.
