Can I start iPhone setup assistant after iPhone is already setup? I want to move my WhatsApp chat history from my Android phone to the iphone.

Yes. But you must essentially start over by erasing your iPhone first.
On the iPhone, do:
Settings > General > Transfer or Reset iPhone > Erase All Content and Settings.
Then proceed as the article above indicates.
