You just need to read the information already provided by Lawrence Finch. Apple only adopts the standard emojis approved by a third party and does not deviate from that. You can find more information here about the Unicode Consortium.

Apple doesn’t create emojis. They and many other vendors implement an international standard known as Unicode, and emojis are part of Unicode.

The committee that manages the international standard is not accepting new flag proposals.

A previously-submitted proposal for a Quebec flag was declined in 2019.

Puerto Rico is a commonwealth and an unincorporated territory, and is not a US state.
