Pairing watch with new iPhone 12

Existing Apple Watch won't pair with new iPhone 12, apparently blocked by pairing on old phone. Tried to unpair on old phone, but message said unpairing had an error. Yet bluetooth does not show a paired watch, but offers to start pairing anew.

Meanwhile, pairing with new phone fails repeatedly
