In this case, the software is just too old. High Sierra was the last version of macOS / OS X that would run 32 bit software without compromise (Apple's words). With Monterey, it's hit or miss. Some 32 bit apps will run the same as always, others with some issues, and others not at all.
CS6 runs in Monterey, but even that requires some finagling to get everything in the Master Collection working. CS4 is simply from too far back to work in Monterey.
If you have a full, restorable backup from before the upgrade to Monterey, put the laptop back to Sierra so CS4 functions again. Then if you still want to upgrade the OS, go no later than High Sierra.

Actually, after thinking about it a bit more, there's no chance at all.
Adobe shut down the CS4 activation servers a long time ago. The CS6 servers about a year ago. So, you could install CS4 in a VM, but never activate it.
You don't. The only chance you have of using it in Monterey is to install a VM, such as Parallels. Install Snow Leopard Server within that, then the CS4 software.

Were you saying Monterey when you may have meant Mojave?
Going from Monterey back to Sierra may be more involved owing to the APFS to HFS+ format change.
FWIW, the bottom line is, you can no longer run Adobe CS4.
Kurt ...The reason for asking ....I have had I believe OS Sierra on my Mac laptop for years then upgraded to Monterey. CS 4 has worked fine for years before and it carried over with Monterey and it said it needs to be updated. I have CS 4 on my desktop and it has been updating often.
