A friends Macbook Air was stolen then returned. It has a new user/password and firmware password set. Is there any way short of replacing hard drive to get back into device?

There is no resetting of a forgotten firmware password. Replacing the hard drive will not do it. You will have to schedule an appointment with Apple and provide original receipt or proof of purchase that includes the serial number.
