How do App Controls work?

Using Parental Controls, App Control. I turn on App Limits, and set as "1 min, Every Day". Block at End of Limit is enabled. As an example, YouTube has a "blue check", and Messages and WhatsApp are unchecked.


Does this mean that YouTube has a maximum of 1 min of use? I would think so but when I see usage end of day, YouTube shows an hour of usage!! Makes no sense. I have changed the ScreenTime pass code so I know that is not being bypassed.


What am I missing?
