You need to find an ATM that allows contactless transactions. They will have the symbol below.

When using the ATM, you usually have to tap the screen first, then immediately authorize your iPhone and hold near the ATM. The location is usually marked, but it could be difficult if everything is in Italian. May a bank teller or customer service rep can assist. Some bank branches have contactless terminals inside the branch. They look like a regular transaction terminal in the states. I know Chase Bank has that option available at many locations. If you’re in a larger city, many larger US banks may have a branch location that can assist. In some countries you can wire yourself funds through Western Union.

All you can do is try different ATM machine at different banks. Please review this list of banks that support Apple Pay in Italy.

Even if the bank is listed there is no guarantee that all their ATMs will support Apple Pay. It could also be the bank that issued the credit card/debit card you’re trying to use. Just because the it’s in your Apple Wallet and the Wallet is used for Apple Pay, doesn’t mean the issuing bank has not restrictions, or limitations on your card. Many banks do allow their debit cards to be used overseas. This is to prevent fraud. The same apples to credit cards. Have you contacted the bank the issued the card?
