How can I reset an Apple Watch?

I recently bought a friend's gen 4 Apple Watch from his widow. She does not know his Apple ID or password. He had Find My Phone activated, and there is an activation lock on the watch. How can I reset it?

How do I pair watch without the Apple account, phone, and lock activation code? my daughter has a Series 3 watch that we were trying to set up and pair to a new phone. Problem is we don’t know the Apple account, email, ID, or lock activation code since she’s had this for a few years and just found it. So how can I erase and redo it all not knowing any of the information.
