Are you in a country or region that support Apple Pay? Are you in the US? Apple Cash is only available in US.

Does your financial institution support Apple Pay?
If you’ve confirmed the above, please update your iPhone to the latest iOS, 16.5.1 or higher. Older iPhones may only support 15.7.5, but Apple Pay will function.

Once updated, please do a forced restart of your iPhone.
