You’re probably referring to Activation Lock (included in that document), which means you will need the Apple ID and password of the person holding the lock, or proof of ownership sufficient to convince Apple

You’re encountering a mechanism intended to deter theft, and intentionally not easy to bypass.

Also not one we can help you bypass, and one Apple won’t help bypass without convincing proof.

Also, an iPhone 5 is limited to iOS 12, and can’t run a number of current apps.
