iTunes is no longer used with macOS, and is no longer available for download.
According to What happened to iTunes? "With macOS Catalina, your iTunes media library is now available in the Apple Music app, Apple TV app, Apple Books app, and Apple Podcasts app. And Finder is where you can manage and sync content on your iPhone, iPad, and iPod touch."

iTunes is still available for download for macOS 10.11 (El Capitain) through macOS 10.14 (Mojave), and Windows, from here:
You wouldn't use these downloads with macOS 10.15 (Catalina) or later, but there are still people for whom they would be useful.

I'm surprised that it doesn't work on Mojave. A search turned up a thread where someone said:
"Note: macOS 10.14 Mojave includes iTunes 12.9.x as part of the operating system. There is no standalone installer provided. Updates to iTunes are included in OS updates when applicable. You can reinstall Mojave to repair iTunes."

So it looks like Apple did to iTunes, what they previously did to Safari and to Raw compatibility library updates (which also started out as things you could update separately from the OS) … just before they got rid of iTunes altogether in later versions of macOS.
I'm guessing that you didn't use Migration Assistant, or that it didn't copy over your music library from your old Mac. If you had let it copy the library, then the Music app should have recognized the music (even if, perhaps, Music decided to change the format of the library).
But maybe your library was on an external drive, or was too big for your new MacBook Air's internal SSD.
The downloadable version of iTunes doesn't work on Mojave.

How can I get the iTunes music I purchased (a lot!) to my new MacBook Air which uses MacOS Ventura?
Using the Music app doesn't seem to be very intuitive like iTunes. Disappointed!
Ironically enough this forum knows more than Apple support because they kept telling me over and over to check my app store for the latest update of iTunes. Beyond frustrating.
