Basically, you will have to reject the incorrect names using the command "This is not ..." or "... is not in this photo". for the wrong names for both people. If Photos should be reassigning the wrong names again, once you have dismissed them, you have to use brute force, as Photos seems to have learned that the two people are the same and is misclassifying them over and over again.
Invent two new additional people in your contacts - for example Mickey Mouse and Minnie Mouse. Assign the dismissed faces instantly to a new person, either Mickey or Minnie, and then move all photos of the original person to a new person, until the two previous people albums are empty. Once the new People albums are working well, keeping the two persons separated, you can rename them to the original names of the contacts.
