Have you tried to change the setting “New Note Start With” in Settings > Notes to start a new note using the “Body” format (instead of the default “Title”)?

The purpose of notes was to have an unformatted way to easily enter text.
If you want formatted text use Pages that’s what it was designed for.
how did you lose sight of its purpose? Please make notes backed into a simple text editor. If you don’t want to do that, at least have a default button that sets notes into a text only mode.
Starting new notes with body text does not prevent copied text from maintaining it’s format from the original document. It does not turn formatting off
