Settings/Chrome App Shortcuts

How can I create 2 Chrome Shortcuts, 1 that toggles the camera on and the other that toggles off.

Can't give new apps camera permissions I need to allow QuickTime to access the camera and microphone, but the application isn't one of the options in Security & Privacy. The only applications on the list are Chrome and Zoom. My understanding is that these applications requested access to the camera. Is there a way to "force" QuickTime to request access to the camera?
