If you want to share quite a few photos with several users, you could share them as a shared album in iCloud. This will allow you to add comments to a photo. Users without an Apple device can view the shared album, if you enable it as a public website. Only users who receive the link to the public website can access the site and view the photos, even if it is called "public". The cloud storage for Shared albums is free and does not count against your iCloud+ subscription.

Use the share icon (box with the arrow) to share using a variety of options; eg. iCloud link, email, messages, etc.
It did work but only for iPhone users. It created an incomplete link for others. What might work is creating a new shared album and designating it as public website. It was suggested by another person here. I tried that. I hope it worked. Waiting to hear from my family on whether they were able to access photos. Thank you!
